The mind of David Lee Roth is an odd place.  The David Lee Roth Show is part podcast, part radio show, part diary of Diamond Dave from Van Halen.  He turns on the microphone then rambles for half an hour or so and it’s also heavily produced with sound effects, music, and his voice has also been processed as you can hear his breaths are more noticeable.
